The situation
Modernization was being discussed without a measured starting point.
Years of accumulated policies, procedures, forms, reference material, and operating records had created a library that people could search but not consistently trust.
Leadership did not yet have a reliable scope, a defensible classification, or a clear way to separate straightforward files from exceptions requiring judgment. Moving content first would have carried the same uncertainty into a newer system.
